10th International Conference on Computer Science and Engineering (UBMK 2025)

  • ​The fields of Computer Engineering, Computer Science, Software Engineering, and related disciplines are rapidly changing and evolving in the countries and the societies. In order to keep up with this rapid transformation, find solutions to the challenges faced by relevant departments and undergraduate/graduate programs, and contribute to the future of the countries, the Board of Computing Related Department Heads Council (BMBB) meetings have been organized for 29 years. This year marks the 39th BMBB meeting. To ensure that the valuable results produced in these meetings are shared not only among department chairs but also with all academics, it has been decided to organize International Conferences on Computer Science and Engineering (UBMK) in conjunction with BMBB meetings. This year’s conference, the 10th International Conference on Computer Science and Engineering (UBMK 2025), will be hosted by Istanbul Technical University in Istanbul – Türkiye from September 17 to 19, 2025.
  • The UBMK conference is organized by the Computer Engineering Department Chairs (BMBB) Board and the Academic Information Foundation (ABV), in collaboration with İstanbul Technical University (İTU), Gazi University, and Atılım University.
  • Each paper submitted to the conference is evaluated by at least two expert referees in the field. Papers that pass the referee approval stage undergo a similarity check and included in the conference program. Accepted papers will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements.
  • In order to enhance university-industry collaboration, papers presenting the results of R&D projects conducted in industrial organizations may also be presented at the conference. A special session will be organized for accepted papers, and paper accepted from industry will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements.
  • Papers presented at UBMK conferences are also published in different journals. Selected papers chosen by the committee may be expanded and published in journals. Some of the journals currently under agreement include: ABV Journal of Computer Science and Engineering (TR-DIZIN), International Journal of Information Security Science (TR-DIZIN, EBSCO).
  • Department chairs from Computer Engineering, Computer Science, Software Engineering, Artificial Intelligence Engineering, and Information Systems Engineering are participating in both our country and abroad.
  • The main goal of the UBMK conference is to increase knowledge sharing in the field of computer science and engineering, support more qualified and focused research, and most importantly, contribute to increasing collaborations. Therefore, conference revenues are used for these purposes, and participation fees are kept at the lowest level as possible. Conference revenues cover expenses such as payments to IEEE, fees per paper, promotion of the conference, printed materials, organization, expenses for invited speakers, refreshments lunch and dinner during the conference, infrastructure costs, and taxes. 
  • The Academic Information Foundation (ABV) provides support for the conference in financial matters.
  • Best Paper Awards for selected papers based on specific criteria are given the conference as:

          – Best academic papers (Undergraduate students)

          – Best academic papers (Graduate students)

          – Best academic papers (Industrial organization)

          – Best academic paper (general)

  • Financial support is provided for students who participate in the conference with a paper until September 1, 2025:

         – The participation fee of 12 students who are members of the IEEE student club.

         – The participation fee of 6 students who are from various universities of Türkiye.

  • Discounted participation fees are provided for IEEE members. In addition, discounted participation fees are offered to ABV, TBD, BMO, and EMO members.  
  • As BMBB Board, we value our nature and environment. In this context, we support the Green Deal Act and carry out activities within its scope:

          – Trees are planted in suitable places every year in the region where the event is held for conference participants.

          – Documents are digitally presented to participants to create a zero-carbon world, and paper is not used unless absolutely necessary.

  • The UBMK 2025 conference will be held in-person. However, online “Remote Access” are possible for limited international participants.
  • As the BMBB Board we support the issues given below in every location where the conference is held:

     – Cooperation is established with industrial and trade chambers, and special agenda meetings are organized according to the chambers’ requests.

     – Local governments are supported to discuss problems and future goals, and meetings are organized to transfer the experiences of the BMBB Board to the local communities.

The Aim of UBMK

The main objective of the conference is to bring together academics, researchers, students and public and private sector employees working in the fields of Computer Science, Computer Engineering, Software Engineering, Information Systems Engineering, Information Security Engineering, and related areas. The goals are to share new and different research, studies, applications, implementations and thoughts and establish collaborations among universities, institutions and sectors.

The Theme of Conference

While the main theme of UBMK 2025 is determined as Artificial Intelligence and Data Science papers to be presented are not limited to this field and include topics such as Computer Science, Computer Engineering, Information Systems Engineering, Information Security Engineering, and Software Engineering.

Papers submitted to the Conference Organization Committee will be evaluated by at least two referees who are experts in the field. Papers accepted for oral presentations will be published in the Conference Proceedings. Papers presented at the conference submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements. The expanded and article versions of selected papers presented at the conference will be published in the Journals after peer reviews.

Registration

Anyone who wants to attend the conference (audience, author or department chair) must register in the UBMK system. Those who have registered before can enter the system by using the “Login” button on the registration page. In order to upload a paper use “Login” button not “send document” button.

After logging in, you will see your name in the upper right corner of the homepage. When you click on your name, you can find links specific to you. If your paper is ready to be uploaded, proceed to this step.

Paper Submission

Papers must be prepared in accordance with the standards of the IEEE and will be uploaded to the conference database. Papers that do not comply with the rules of IEEE conference criterion will not be accepted.

The full paper must be uploaded. Papers with only abstracts uploaded will not be evaluated.

Papers uploaded to the UBMK system are sent to the referees immediately. Once a paper is sent to the referees, it cannot be changed. If a paper is uploaded to the system for the second time, it will not be evaluated. Please upload the latest version of your paper.

Papers will be evaluated by at least two reviewers .  Correction and remedial notification should be corrected within the specified time. Please send your revised paper, in line with the referees’ suggestions, to [email protected].

Paper Submission Deadline is June 30, 2025 and the result of evaluation of paper will be send to authors before July 14, 2025.

Participation, Publishing, Certificate, Best Paper Awards, Outstanding Achievement Award

Paper Reviewing Process:

Paper review phase

  1. Every paper is reviewed by at least two reviewers. Upon completion of the reviews, authors can see the reviewer  reports.
  2. If two reviewers do not agree on the result of the evaluation, the paper will be sent to a third reviewer. The result is then based on the reviews of two referees (out of 3). However, the conference editor decides whether the paper will be accepted or not.
  3. If the paper published in ArXiv or similar places, the similarity rate can be at most 70%, but the final decision is made by the conference editor.
  4. If AI tools have been used in the preparation of the paper, it is mandatory to specify which AI tool was used in which past of paper. The explanation must be upload to the UBMK system as an attachment.
  5. Each paper will be checked for plagiarism. If the plagiarism less than 25% the paper passes this step in a satisfactory manner, it is accepted for oral presentation. The authors can see the result on the conference information system. 
  6. Conference participation fee must be paid for the papers that have passed the first three stages. Official Paper Acceptance Letter is sent to the author who pays the conference participation fee. A paper that has received an official acceptance letter cannot be withdrawn and the participation fee cannot be requested back. The author who has two papers pays half fee for the second paper. This discount is valid for two papers only. Those whose more papers are accepted can benefit from this right for two papers.
  7. Papers accepted to the conference participate in the conference program and are included in the conference electronic proceedings book. The paper is submitted by the author who has paid the participation fee. The electronic proceedings book is given to the person presenting the paper. Authors must read their papers in the proceedings carefully and report any errors to the Organizing Committee within one week after the conference.

After conference evaluation

  1. Papers presented at the conference will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements. Conference ID : 67458  Papers not presented at the conference will not be published in IEEE Xplore.
  2. The extended version of the selected papers by the organizing committee will be submitted to  Journal of Computer Science and Engineering.

  6. Responsibilities of Authors: It is the responsibility of the authors to prepare the paper in accordance with the IEEE format. The Conference Organizing Committee notifies the first author if a paper conforms to the IEEE format and requests correction, but is not obliged to correct the paper.

A “Certificate of Participation” will be given at the end of the conference to all participants who pay the participation fee and present the conference .

English and Turkish publications are accepted for the conference. The conference language will be Turkish and English. It is obligatory to present the paper in the language in which it was prepared. Papers of those who do not comply with this rule will not be sent to IEEE. Papers prepared in Turkish must have an English abstract. The title of Turkish paper should definitely be in Turkish, but it should be written in English as a subtitle.

Papers will be evaluated by Scientific Committee and The Best Paper Awards will be given to first three papers.

Undergraduate, graduate and industry papers will be graded within their own classes.

The BMBB Executive Board delivers an  Outstanding Achievement Award in the field of Computer Science and Engineering every year to support academic achievements since 2019. An academic staff is selected based on academic and scientific criteria.

  • In 2019, Prof. Dr. Awarded to Erdal ARIKAN from Bilkent University was awarded to Outstanding Achievement Award 2019 for his scientific contributions in the field of 5G Polar Codes.
  • In 2020, Prof. Dr. Derviş KARABOĞA from Erciyes University was awarded to Outstanding Achievement Award 2020 for scientific contributions in the field of “ABC Algorithm”.
  • In 2021, Prof. M. Yahya KARSLIGİL was awarded to Lifetime Success Award 2021. 
  • In 2022, Prof. Dr. Ahmet Ünal Yarımağan was awarded to Lifetime Success Award 2022.
  • In 2023, Kaya Kılan was awarded to Lifetime Success Award 2023. The short biography of Kaya Kılan is as follows:

He graduated from Ankara University, Faculty of Science, Department of Mathematics, Department of Mathematics-Mechanics in 1960.

He was selected as the “first Programmer” for Turkey’s first computer, IBM 650, which was installed in the General Directorate of Turkish Highways in 1960. His first experience was the Polatlı-Sivrihisar “Highway splitting/filling experimental project”. He expanded his experience by developing various engineering projects in his new job as “Engineering Group Programming Chief” at the Information Technology Center.

During his military service in 1966, he continued his professional work as a “System Analysis Officer” in the project of establishing the Computer Center of Army.

In 1972, he worked as a Programmer-Assistant Researcher in the Department of Computational Sciences at Middle East Technical University. Meanwhile, he earned a Master’s degree in Statistics.

He took primary roles in important projects such as the Middle East Technical University Student Selection Examinations Application Project and later the first Interuniversity Student Selection Examination Computer Application.

He gave Programming courses at METU and Ankara University Faculty of Science between 1972 and 1978.

He served as the chair of the Turkish Informatics Association (TBD) for three terms between 1971 and 1979.

He worked as a lecturer at Hacettepe University between 1977-2009, Head of Information Processing Department between 1985-1997, and Head of Computer Engineering Department between 1991-2003.

Between 1973 and 1996, he served in the DPT Computer Specialization Commission and the OECD Working Group on Computer Use in Public Administration. He contributed to the realization of some public IT projects.

More than fifty professional papers and articles and two textbooks have been published. He wrote three topics in the Türkiye Informatics Encyclopedia.

At the end of 2022, he retired for the second time from Başkent University, Faculty of Engineering, Department of Computer Engineering, where he worked for 22 years, due to YÖK’s decision to reach the age of 90.

He is trying to complete his research titled “The origin of algorithmic design”, which is about the contributions of Hârizmî (Ebû Ca’fer Muhammed bin Mûsâ al-Hârizmî).

He lives with his wife, two daughters, two sons-in-law and 3 grandchildren.

Statistical information about UBMK-2024 is as follows:

IEEE-UBMK-2024 was hosted by Akdeniz University in Antalya on October 26-28, 2024. This year, 375 papers were submitted to the conference. The submitted papers were forwarded to at least two referees who were experts in the subject of the paper. In cases where the evaluation results of the two referees did not agree, the paper was sent to a new referee. Thus, the papers went through a rigorous selection in terms of science. At the end of these selections, it was decided that 225 papers would be presented at the conference. 6 papers were not presented at the conference, and as a result, 219 papers could be forwarded to IEEE XPlore.

This year, papers from Germany, the United States, Belgium, France, India, England, Iran, Ireland, Sweden, Canada, Kazakhstan, Crimea, Hungary, Malaysia, Nigeria, Russia, Uzbekistan, Tatarstan, UAE, New Zealand and Turkey came to the UBMK-2024 conference. Of the accepted papers, 60 were sent from abroad, 10 were from foreigners including Turkish authors, and the remaining papers were sent from Turkey. The most papers sent from abroad were from Uzbekistan and Kazakhstan.

Among the papers this year, the papers reflecting the results of the studies conducted in R&D centers attracted attention. It is seen that the authors of the papers conducted in R&D centers also included academic staff. 57 of the accepted papers were sent from R&D centers.

Among the papers presented at the conference, those in the field of Natural Language Processing ranked first, and a total of 52 papers were presented. Artificial Intelligence and Machine Learning ranked second. The number of papers on these subjects was 29 and 28, respectively.

An educational session was organized for the first time at UBMK-2024. In this session titled “Generative Artificial Intelligence”, which lasted a total of four hours, expert faculty members (Prof. Dr. Murat Karakaya, Prof. Dr. Suat Özdemir, Assoc. Prof. Dr. Şeyda Ertekin, Prof. Dr. Şeref Sağıroğlu and Assoc. Prof. Dr. Alper Bilge) provided information in their areas of interest.

Invited speakers Prof. Dr. Gülşen Eryiğit provided information on Large Language Models, Prof. Dr. Murat Karakaya provided information on the Integration of Generative Artificial Intelligence in Software Development and Assoc. Prof. Dr. Pelin Angın Ülküer provided information on Artificial Intelligence and Cyber ​​Security.

Two topics were discussed at the Computer Engineering Department Heads meeting held within the scope of UBMK-2024. The first topic was to prepare a proposal report for universities providing education in the field of informatics and to submit the report to the Council of Higher Education. The second topic was to conduct research on the digital selection system. The Associate Professorship Promotion Criteria prepared last year were reviewed at the same meeting.

As in the previous year, a meeting was held this year to address the problems of R&D centers. As part of the conference’s social activities, a trip to Antalya’s Kale was organized on the evening of October 26. On October 29, 2024, Köprülü Canyon was visited. Participants participated in rafting, safari and wire-sliding activities in Köprülü Canyon.

A confirmation e-mail will send to your e-mail. Please do not forget to reply this message

2- Step: Upload the Paper

Login the conference system. You will see your name in upper right corner of the main page. When you select your name you will see the tag “My Papers“, then select this tag.

In the page My papers, select+Yeni Bildiri“.

Fill all items in this page

At the end press “Submit” button

For logout press “Çıkış” button

  • An information letter will be sent to each author whose paper is accepted with or without corrections.
  • The acceptance letter will naturally be sent to the authors who have paid the conference participation fee. At least one author must pay for a paper. This author is accepted as the author who will present the paper at the conference and a badge and participation certificate are prepared on his/her behalf. If other authors whose names are included in the paper will attend the conference, they must pay the participation fee on their behalf. Name badges and participation certificates are prepared for each author who has paid the participation fee.
  • The fee of accepted paper must be paid before September 25, 2024

UBMK aims to high quality therefore applies the following reviewing steps for papers:

Paper review phases

1- Every paper is reviewed by at least two reviewers. Upon completion of the reviews, authors can see the reviewer  reports.

2- If two reviewers do not agree on the result of the evaluation, the paper will be sent to a third reviewer. The result is then based on the reviews of two referees (out of 3).

3- The next step is to check the paper for plagiarism (must be less than 25%) and IEEE format. If the paper passes this step in a satisfactory manner, it is accepted for oral presentation. A final acceptance letter is sent to author(s).

4- All accepted papers will appear in the conference program and proceedings of the conference (e-book) will be provided to presenter.

After conference evaluation

1- The proceedings of accepted  and presented papers will be published in IEEE Xplore.  Please note that an accepted papers can only be included in the proceeding if it is presented by the author . Online presentation is not available.

2- The extended version of the selected papers by the organizing committee will be submitted to Journal of Computer Science and Engineering.

The Participating Certificate will be given only those participate the conference and pay the conference fee.

Presentation of a paper is 20 minutes.

The detailed program will be announced on October first 2024

1 – Check your paper for IEEE format. Please not that:

    a- The size of the paper must be A4

   b- The fonts and font’s size of paper title, author(s), headers, body text must be suitable

  c- The figures and tables must be designed as required.

After you check your paper you must give the file name of the paper like this:

Paper Number-First and second words of the paper-the last name of the first author.

The paper must be send to [email protected] as .docx and .pdf. before 30 August 2024.

2- Transfer conference fee and send the receipt by using of “Send Document button

3- If you completed all these an official acceptance letter will be send to you.

Hotel ****** special rate for conference.  If you want to stay at the hotel you must do the following:

You must register and pay the fee of the conference

Register for accommodation on web page before  15 September 2024

Payment will be done at hotel

 

You must sent the following information for invoice. 

For personel invoice:

   – The first and family name

   – TC ID Number (for Turkish)

   – Address

For institution invoice

   – Name of the institution

   – Address

   – tax id number and the name of the tax office

The last day of the conference payment is September 25 2024

You must transfer copyright of the paper after your paper accepeted for conference. The editor will ask you to do this.

The conference will be held at Istanbul Technical, Faculty of Computer and Informatics building.
